Problem with rear V-brake

Hello,

Recently I had to re-assemble my old bike, and ran into a snag with one of the brakes. For some reason, when the brake lever on the rear brake is depressed, the cable moves freely through the small metal piece at the end of the noodle, making the mechanism unable to create tension, thus brake at all. I'm quite new at this so I'm having trouble diagnosing the source of the problem, but it seems to me that said metal piece shouldn't allow for so much cable movement, so that the mechanism can function. I'd appreciate any help on this.
