What is this hook for

I just received this chain tool by post.

Could someone tell me what the hook is for and why the handle can move down a little bit and pull on this hook?

Push the handle up tight, then remove the hook. It's hooked at both ends. Remove it from the tool. You hook the ends into the chain links so you can use the tool to remove a pin. When the pin is removed, the chain would probably remove itself by running through the derailleur and falling on the ground. It holds the chain together after the pin is removed, so you can do what needs to be done.
It's good if you create some slack in the chain as you attach the hooked bar. What I mean is, if the hook fits four links, make it hold six links so you've got some slack to work with.
It's especially useful in putting the chain (or a new chain) back on the bike.

I recently had cause to break a chain. In putting it back, I used a quick link rather than try to push the pin most of the way out, then trying to push it back in.
If I knew how to ride a bike properly, I'd do it every time.
