Best continent for cycle touring? ...Europe or USA??

Europe or USA (other nations discussed in other thread) - which is best for road and off road cycling adventures?

I only say USA because I have done most of my riding there. I have ridden in southern France and Italy, and I think Spain if I recall. Somewhat similar to New England terrain before you hit the big peaks. I liked New England mostly due to the weather since even wintertime can be pretty reasonable if the roads are clear; not much rain and fairly short hot season.

Taken while riding to Venice from Salzburg - we hit the Grossglockner the following day!
