I can't tell from the photo, but it is very possibly a European made contract frame made for Sears (Canada). I think USA Sears bikes were primarily manufactured by a variety of domestic company contractors. A decal may be affixed stating the frame's country of origin. The components might tell a better story (European, Japanese, etc.). Essentially, a midweight almost all steel component "sport/recreational" race style bike. It does appear to have a lugged construction to the frame. I find the top tube mounted shifters to be a rather interesting feature; most were stem mounted on bikes of this era. If you can dig up an old Sears catalog online you should be able to get a model name. It looks to be in very good condition for its age. The brake levers do not appear original and would not be mounted in their present location. All in all, it will get you around town, but not much as far as value even if in pristine condition unless a specific component has value or as a sentimental ride.
